Looking For A Basement Subsidy? 10 Things You Should Know About Toronto’s New $6,650 Rebate

If you own a home in Toronto, you already know that "April showers" have turned into "anytime floods." Between sudden flash floods and the aging infrastructure of the Greater Toronto Area, basement flooding isn't just an inconvenience: it’s a massive financial risk.

The City of Toronto knows this, too. That is why they recently overhauled the Basement Flooding Protection Subsidy Program. As of May 1, 2026, the maximum available rebate has nearly doubled, jumping from $3,400 to a significant $6,650 per property.

At Canada Waterproofers, we’ve helped thousands of GTA homeowners navigate this program since 1998. If you’re looking to protect your home and get the city to foot a large portion of the bill, here are the 10 things you need to know about the new $6,650 rebate.

1. The Financial Cap Has Doubled

The biggest news for 2026 is the increase in funding. The city has recognized that the cost of materials and specialized labor has risen. By increasing the subsidy to $6,650, homeowners can now afford comprehensive protection: including both a backwater valve installation and a high-end sump pump installation: with much less out-of-pocket expense.

2. What Exactly is Covered?

The subsidy isn't a "blank check" for any basement work; it is specifically designed to stop sewer backups and groundwater infiltration. The breakdown for 2026 is as follows:

  • Backwater Valve: Up to $1,600 per device (maximum of two).
  • Sump Pump: Up to $2,250.
  • Sump Pump Battery Backup: Up to $300.
  • Foundation Drain Capping: Up to $400.
  • Home Plumbing Assessment: Up to $500.

3. The "80% Rule"

It is important to manage your expectations: the city doesn't necessarily pay for 100% of the work. The program reimburses 80% of the invoiced cost, up to the maximum caps listed above. For example, if your backwater valve installation costs $2,000, the city will reimburse 80% ($1,600), which happens to be the maximum cap for that item.

4. You MUST Use a Licensed Contractor

The City of Toronto is very strict about who performs the work. To qualify for the rebate, your contractor must hold a valid City of Toronto business license. For any drain work, they specifically need a T94 category license.

Canada Waterproofers is fully licensed, insured, and WSIB-compliant. We ensure all our installations meet the Ontario Building Code standards, which is a prerequisite for your application to be approved.

5. Building Permits are Mandatory

You cannot simply install a backwater valve and send the city a receipt. You must first obtain a building permit from the City of Toronto. Once the work is completed by our specialists, a City Inspector must visit your home to "sign off" on the installation. Without that final inspection report, your subsidy application will be rejected.

6. Downspouts and Zoning: The "Hidden" Requirements

Even if your plumbing work is perfect, the city can deny your rebate if your property isn't compliant in other areas.

  • Downspouts: Your eavestrough downspouts must be disconnected from the city sewer system (unless you have a documented exemption).
  • Front Yard Parking: If you have a paved front yard, it must comply with the City’s Zoning By-law regarding permeable surfaces. If you have an illegal concrete pad where grass should be, the city may hold your rebate until it’s fixed.

7. A 2-Year Window to Apply

In previous years, homeowners only had 12 months to submit their paperwork. The 2026 update has extended this to two years from the date of completion. However, we always recommend applying immediately. Processing times can take up to 10 weeks, and you want that money back in your pocket as soon as possible.

8. Backwater Valves: Your Sewer Shield

In heavy rain, Toronto’s main sewer lines can become overwhelmed. When this happens, sewage can back up through your floor drain and into your basement. A backwater valve is a one-way gate. It allows water to flow out of your home but snaps shut the moment it senses water pushing back from the street. It is the single most effective way to prevent a catastrophic "black water" flood.

9. Sump Pumps and Battery Backups

While the backwater valve keeps the sewers out, a sump pump manages the water around your foundation. In the GTA's clay-heavy soil, water pressure builds up against your walls. A sump pump collects this water and shoots it away from your home.

Pro Tip: Always opt for the Battery Backup. Most floods happen during heavy storms when the power goes out. Without a battery backup, your primary pump is useless during the exact moment you need it most. The city now offers $300 specifically toward this backup system.

10. Check Your Property History

The subsidy is a "lifetime maximum" per property. If the previous owner of your home already claimed the rebate for a sump pump in 2018, you cannot claim it again for the same installation. Before you start work, you can contact the city at 416-338-7668 to confirm what (if any) funds have already been used for your address.
